The Board of County Commissioners, County of Elko, State of Nevada, will meet in regular session on Wednesday, April 18, 2012 at 1:30 p.m. in Suite 102 of the Nannini Administration Building, 540 Court Street, Elko, Nevada.  All times Pacific Time.

Attached with this Notice is the Agenda for said meeting of the Board.  This Notice is posted pursuant to N.R.S. 241 as amended by the 2011 Legislature.  This Notice is to be posted at the following places no later than April 13, 2012:

 II. -- ELKO COUNTY BICYCLE MONTH:                                   FOR POSSIBLE ACTION Consideration of Proclamation 2012-E as submitted by the Elko Velo Cycling Club, entitled, A PROCLAMATION BY THE ELKO COUNTY BOARD OF COMMISSIONERS DESIGNATING THE MONTH OF MAY 2012 AS ELKO COUNTY BICYCLE MONTH.

 

 III. -- WILDFIRE AWARENESS WEEK:                                       FOR POSSIBLE ACTION
Consideration of Proclamation 2012-F entitled, A PROCLAMATION BY THE ELKO COUNTY BOARD OF COMMISSIONERS PROMOTING NEVADA WILDFIRE AWARENESS WEEK, APRIL 28 – MAY 5, 2012.

 

 IV. --  CONNECT NEVADA:                                                          FOR POSSIBLE ACTION
Discussion and consideration of Connect Nevada’s mission to increase broadband internet access across Nevada to increase opportunities for jobs, education, telemedicine, government access and eCommerce and all other matters related, thereto.

 

 V. -- USFS MOUNTAIN CITY, RUBY MOUNTAINS AND JARBIDGE DISTRICT
        
TRAVEL MANAGEMENT PROJECT:                                FOR POSSIBLE ACTION
Discussion and consideration of issues regarding the Mountain City, Ruby Mountains and Jarbidge District Travel Management Project FEIS/ROD and the possible development of a resolution of joint support and the possible formation of an organization with other affected counties and tribal councils and all other matters related, thereto.

 

 VI. -- ELKO SENIOR ACTIVITIES PROGRAM:                         FOR POSSIBLE ACTION
Discussion and consideration of the appointment of a member to the Elko Senior Activities Program Board with a term expiring December 31, 2014 and all other matters related, thereto.

                                                                                                                                

 VII. -- US DEPARTMENT OF THE INTERIOR – BUREAU OF LAND MANAGEMENT:
          
Greater Sage-Grouse Interim Management Policies and Procedures Instruction
           
Memorandum (IM) No. 2012-043                                      FOR POSSIBLE ACTION
Discussion and consideration of issues related to the Greater Sage-Grouse Interim Management Policies and Procedures IM including impacts to public lands management processes and operations including discussion regarding the Governor’s Greater Sage Grouse Advisory Committee and other possible public land management implications and all other matters related, thereto.

 

 VIII. --  ELKO COUNTY ECONOMIC DIVERSIFICATION AUTHORITY (ECEDA):
Discussion and consideration of Resolution 04-2012 and inter-local agreement related to the renaming of ECEDA to Northeastern Nevada Regional Development Authority (NNRDA) and all other matters related, thereto.                                                     FOR POSSIBLE ACTION

 

 IX. -- TOWN OF JACKPOT:                                                         FOR POSSIBLE ACTION
3:00 p.m.        Water Revenue Bond Series 2012A and 2012B:
Pursuant to Public Notice 13-2012, conduct a Public Hearing and the second reading of Ordinance 2012-03, Bill C, which amends Ordinance 2012-01 for a reduced interest rate and a revised first payment date, entitled, AN ORDINANCE AUTHORIZING THE ISSUANCE OF THE UNINCORPORATED TOWN OF JACKPOT, NEVADA, WATER REVENUE BONDS, SERIES 2012A IN THE PRINCIPAL AMOUNT OF $695,000 AND SERIES 2012B IN THE MAXIMUM PRINCIPAL AMOUNT OF $1,186,681 TO PAY IN PART THE COST OF WATER PROJECTS; PROVIDING THE FORMS, TERMS AND CONDITIONS OF THE BONDS, THE SECURITY AND THE SALE THEREOF; REPEALING ORDINANCE NO. 2012-01; PROVIDING OTHER MATTERS RELATING THERETO AND THE EFFECTIVE DATE HEREOF.

 

 X. -- NEVADA CONSOLIDATED SALES TAX:                        FOR POSSIBLE ACTION
Discussion and consideration of issues related to the Legislative Study Subcommittee to review the allocation of funds distributed from the Local Government Tax Distribution Account and all other matters related, thereto.  Assembly Bill 71 from the 2011 Legislative Session created an interim subcommittee to study the distribution formula to local government of sales tax funds.

 

 XI. --  ELKO COUNTY WATER RESOURCE ISSUES:              FOR POSSIBLE ACTION
Discussion and consideration of water resource management and water rights issues that may impact Elko County including possible discussion related to the Southern Nevada Water Authority pipeline project and the Central Nevada Regional Water Authority activities and issues and all other matters related, thereto.
