 The Board of County Commissioners, County of Elko, State of Nevada, will meet in regular session on Wednesday, May 16, 2012 at 1:30 p.m. in Suite 102 of the Nannini Administration Building, 540 Court Street, Elko, Nevada.  All times Pacific Time.

 

Attached with this Notice is the Agenda for said meeting of the Board.
This Notice is posted pursuant to N.R.S. 241 as amended by the 2011 Legislature.

Special presentation from the U.S. Marshals Service to those who helped to captured alleged fugitives on a crime spree across two states and all other matters related, thereto.

 

 III. -- SMOKED BEAR COMPETITION:                                                             NON- ACTION
Smoked Bear Committee to make a presentation to the winners of the statewide poster and essay competition and all other matters related, thereto.

 

IV. --  ENVIRONMENTAL BROWNFIELD PRESENTATION:                       NON-ACTION
Presentation regarding environmental brownfields including possible grant funding opportunities and all other matters related, thereto.

 

 V. -- PERFORMANCE ATHLETIC CLUB:                                   FOR POSSIBLE ACTION
Discussion and consideration of approval for use of County roads for a fundraising run to benefit the Family Resource Center on July 7, 2012 being organized by the Performance Athletic Club and all other matters related, thereto.

 

 VI. --  ELKO COUNTY FAIR BOARD:                                            FOR POSSIBLE ACTION
Discussion and consideration of a request for assistance in preparing the racetrack at the fairgrounds for horse races at the annual Elko County Fair and Livestock Show, which would include prep work from August 1st through September 3rd and use of the county water truck during the races starting August 24th through September 3rd and all other matters related, thereto.

 

 VII. -- NORTHEASTERN NEVADA REGIONAL RAILPORT:       FOR POSSIBLE ACTION
Discussion and consideration of approval to go to bid to resurface the frontage road at the Railport for safety and the high-volume and high-weight loads that will utilize the road and all other matters related, thereto.

 

VIII. -- NATURAL RESOURCES MANAGEMENT ADVISORY COMMISSION (NRMAC):
Discussion and consideration of approval of letters of support for the following multiple use projects on U.S. Forest Service managed public lands as recommended by NRMAC and all other matters related, thereto.

A. --     Pratt Creek Water Project
B. --     Black Jack Minerals Exploration Project
C. --     Prunty Minerals Exploration Project

 IX. -- BLM – ELY DISTRICT, EGAN FIELD OFFICE:                FOR POSSIBLE ACTION
Discussion and consideration of comments on Barrick Gold US, Inc.’s Bald Mountain Mine   proposal to construct, expand and operate gold mines in White Pine County, Nevada approximately 70 miles northwest of Ely and all other matters related, thereto.

 

 X. -- RUBY LAKE NATIONAL WILDLIFE REFUGE:                  FOR POSSIBLE ACTION
Discussion and consideration of a request for support for a proposal to transfer U.S. Forest Service and BLM managed lands to the U.S. Fish and Wildlife Service and all other matters related, thereto.

 

 XI. -- ELKO COUNTY CODE:                                                        FOR POSSIBLE ACTION
3:30 p.m.        Wind Resources Ordinance
Pursuant to Public Notice 15-2012, conduct a Public Hearing and second reading of Ordinance 2012-02, Bill B, entitled, AN ORDINANCE REPEALING ORDINANCE 2011-04, BILL NO. D, AND RE-ENACTS SECTION 15 TO TITLE 4, CHAPTER 8 OF THE ELKO COUNTY CODE ALLOWING FOR THE DEVELOPMENT OF WIND RESOURCES WITH CONDITIONAL USE PERMITS, SETTING A MINIMUM PARCEL SIZE OF 2.5 ACRES, RENUMBERING, AND ALL OTHER MATTERS RELATED THERETO.

 

 XII. --  USFS MOUNTAIN CITY, RUBY MOUNTAINS AND JARBIDGE DISTRICT
            TRAVEL MANAGEMENT PROJECT:                              FOR POSSIBLE ACTIONS
A. --     Discussion and consideration of issues regarding the Mountain City, Ruby Mountains and Jarbidge District Travel Management Project ROD and the possible development of a resolution of joint support and the possible formation of an organization with other affected counties and tribal councils and all other matters related, thereto.

 B. --     Discussion and consideration of approving R.S. 2477 ownership of Gold Creek Road, Charleston to Jarbidge Road and Trail Creek Road on which the County has performed maintenance activities for many years and which roads are heavily used for public access, including funding apparatus for the ownership process and all other matters related, thererto.

 

XIII. -- GREATER SAGE-GROUSE MANAGEMENT ISSUE:       FOR POSSIBLE ACTION
Discussion and consideration of issues related to the BLM Greater Sage-Grouse Interim Management Policies and Procedures IM including impacts to public lands management processes and operations including discussion regarding the May 15, 2012 Governor’s Greater Sage Grouse Advisory Committee meeting, consultant contracting proposal and other possible public land management implications and all other matters related, thereto.

 

XIV. -- NDOW WILDLIFE HERITAGE TRUST ACCOUNT GRANT APPLICATION:
Discussion and consideration of submission during the next application cycle of a NDOW Heritage Trust Account grant application for raven control in Elko County and all other matters related, thereto.                                                                                    FOR POSSIBLE ACTION

 

XV. -- ELKO COUNTY WATER RESOURCE ISSUES:             FOR POSSIBLE ACTION
Discussion and consideration of water resource management and water rights issues that may impact Elko County including possible discussion related to the Southern Nevada Water Authority pipeline project and the Central Nevada Regional Water Authority activities and issues and all other matters related, thereto.

 

 XVI. -- NEVADA CONSOLIDATED SALES TAX:                       FOR POSSIBLE ACTION
Discussion and consideration of issues related to the Legislative Study Subcommittee to review the allocation of funds distributed from the Local Government Tax Distribution Account and all other matters related, thereto.  Assembly Bill 71 from the 2011 Legislative Session created an interim subcommittee to study the distribution formula to local government of sales tax funds.
